You can also contact the project community via it's mailing lists :

I'd recommend joining the project community mailing lists and starting
discussions around the project idea, and in parallel research any
technical aspects you might need for the project and do a self
evaluation (and then an evaluation with your mentor) to check if you
would be able to learn the pieces you might need and also deliver good
results by end of the GSoC program.
